PRESS: Rostelecom to keep register of access to biometric data

MOSCOW, Feb 15 (PRIME) -- Russia will have a register of state and commercial firms with access to the unified biometric system to be kept by state-controlled telecom company Rostelecom as the system’s operator, business daily Vedomosti reported on Monday, quoting a draft order of the Digital Development Ministry.

The system comprises banks and insurance companies since January 1, and will include other companies, like mobile operators or retailers that will be put on the register, the daily said.

A Rostelecom spokesperson said that the list of companies from the register will be in public access on website bio.rt.ru. To join the list, a company is to sign a contract with Rostelecom, which will be free of charge, but the company is to prove its ability to respect the law requirements to personal data security and install biometric terminals.

Rostelecom gets payment for every addressing of the unified biometric system.

An identification request costs 200 rubles that are split between the firm that registered a person with the system, like a bank, as well as a vendor ensuring functioning of the system – the system uses solutions of several companies, like VisionLabs and NTechLab – and Rostelecom.
